Mexico’s presidential election in July 2006 ended in a neck-and-neck finish between the PAN’s Felipe Calderón and Andrés Manuel López Obrador of the center-left Party of the Democratic Revolution. In September 2006, a federal elections tribunal unanimously ruled that Mr. Calderón had triumphed.
